Message from Council
Council has updated the mill rates and tax tools for 2025 to ensure a fair and balanced approach to funding municipal services. Our municipality is unique in that we include rural and urban properties, the Organized Hamlet of Taylor Beach, and the Special Service Area of Jasmin on Echo—each requiring tailored taxation approaches.
This newsletter explains how your property taxes are calculated and outlines the key changes for 2025.
How Property Taxes Are Calculated
Municipal property taxes are based on the following components:
1. Mill Rate – A tax rate applied to each $1,000 of assessed property value.
2. Mill Rate Factors – Multipliers applied to the mill rate based on property class (agriculture, residential, commercial/industrial).
3. Minimum or Base Tax – A fixed amount ensuring all properties contribute a base level of tax.
4. Education Property Tax – Set annually by the Province of Saskatchewan.

2025 Budget Overview
Understanding Our 2025 Budget
This budget supports essential municipal services and infrastructure for the RM, including Taylor Beach and Jasmin on Echo.
- Total Revenue: $2,833,919
- Total Expenses: $2,616,937
- Projected Surplus: $216,981
The RM also has committed capital expenses for 2025 totaling $349,859, including:
- Final grader loan payment
- Purchase of a new asphalt pile
- Mower and sidearm equipment
- Wide Awake bridge repair
Although these are amortized for accounting purposes, the RM must still ensure sufficient cash is available to fund them.

What This Means For You
· Maintenance & Repairs: Our largest expense category, covering roads, equipment, facilities, Public Works wages, and shop operations.
· Administration: Includes office operations, staff wages, bylaw enforcement, and Council governance.
· Waste Management: Supports clean and sustainable service delivery across the RM.
· Protective Services: Includes fire protection, police contracts, and community safety programs.
· Community Contributions: The RM also contributes to services like the Southeast Regional Library and Prairie Co-op Rexcentre.
Grant Funding
Grant funding reduces the burden on taxpayers. In 2025, the RM has secured the following conditional grants:
- Federation of Canadian Municipalities (FCM) – $70,000
For flood hazard mapping, zoning bylaw and OCP overhaul, and municipal software improvements. - Canada Community-Building Fund (CCBF) – $58,384
For zoning/OCP development and drainage projects.- Taylor Beach: $3,052
- Jasmin on Echo: $1,526
- Other Conditional Grants – $26,626
Includes Pest Control, Canada Summer Jobs, MAIP (Admin Intern), Treaty Land Entitlement, Grant-in-Lieu of Taxes, and Trans-Canada Trail.
In addition to conditional grants, the RM will receive $251,461 in unconditional revenue sharing from the province (includes Taylor Beach and Jasmin on Echo).
Other Revenue Sources
The RM has strengthened its Road Maintenance Agreement and Overweight Permit policies. All fees collected from these programs are transferred to reserves for future infrastructure projects.
New signage will be posted at RM entry points to notify haulers of permit requirements. These revenues will help fund major road upgrades not covered by grants. Most grant programs require municipal cost-sharing, and these reserves will ensure we can meet those obligations with minimal tax impact.
